Ottawa's outgoing mayor has told the inquiry into the federal government's use of the Emergencies Act during February's "Freedom Convoy" protest that his city's back was against the wall.

Jim Watson has told the commission that he had to appeal for help from other levels of government because Ottawa needed a large police presence to get the situation under control and that the city's cops couldn't do it alone.

High-ranking officers from the Ottawa Police Service and Ontario Provincial Police are also slated to speak at the public inquiry this week.
