The federal government, led by Prime Minister Mark Carney, has announced major changes to Canada's foreign homebuyer ban in Budget 2026. Under the new policy, foreign nationals will be allowed to purchase newly built homes, while the existing ban on buying previously constructed and resale residential properties will be extended until January 1, 2029.
According to the government, the move aims to encourage foreign investment in new housing construction to increase Canada's housing supply, while protecting the existing housing market for local buyers.
The Canadian Home Builders' Association has welcomed the decision, saying it will make it easier to secure funding for new housing projects. Builders had also been calling for a policy similar to Australia's approach.
The government says it will soon introduce legislation outlining detailed guidelines and eligibility requirements for the changes.
The foreign homebuyer ban was first introduced on January 1, 2023, as part of efforts to improve housing affordability in Canada.
