Halton police charge nine people in largest human trafficking investigation in force history

Halton Regional Police say nine people have been arrested and 85 criminal charges have been laid following what the force describes as its largest sexual exploitation human trafficking investigation.

According to Halton Regional Police, the investigation, called Project Troubadour, began after a woman reported being exploited by an organized network in September 2025. Police said the victim’s disclosure helped investigators identify the alleged trafficking operation operating in the Greater Toronto Area.

Supt. Dave Costantini said the 10-month investigation has identified 12 alleged victims between the ages of 18 and 34. Police allege members of the network used intimidation, threats and psychological abuse to control victims.

Police said four women and five men have been arrested in connection with the investigation. The accused face charges including offences related to advertising sexual services and human trafficking. Investigators said approximately $30,000 in cash and high-end vehicles were among items seized.

Halton police said the investigation is ongoing and the arrests represent only a portion of the alleged network. Anyone with information related to the investigation is asked to contact Halton Regional Police.
